I have really big reservations about the lookout on the great ocean walk,. Unless you would like me to be within touching distance of you while you propose, your photos will look like this:

I think you have two options here, if the sun is in full effect (take a look at the beach next to the apostle, if you can’t comfortably look at it, it’s sunny) I’d recommend setting yourself up parallel to the cliff edge with the ocean behind you, which would give you this backdrop:

If the sun is behind clouds, you could try to set up at right angles to the cliff face, which would give you a nice view of the Apsotles:

If the sun is out, I strongly advise against setting up this way, there is a very real risk that the sun reflecting off the beach and through the ocean spray will introduce really bad haze and that is no good for anyone.

We can absolutely get photos with this view, but it will be a lot less risky if I can position you (and me) perfectly which isn’t something I can do without spoiling your surprise.

To get to this spot, park in the same place as the Great Ocean Walk (https://maps.app.goo.gl/3AUxF4JoJE5Zc3fL6 – You’ll likely see my rather bright yellow Jeep) but instead of continuing left up the steps (which lead to the lookout), take the right hand path at this sign:

From there it’s a short walk (2-5 minutes?) until the rocky patch opens up on the left hand side.

The other alternative is Goudie’s track, as previously discussed, where you would not have the sun behind you so you’ve got a lot more flexibility when choosing a spot, it also avoids any walking as you are able to park with a fine view of the apostles.
